Federal Way is the easiest city in our service area to predict before we open the hatch. The bulk of it went up between the mid 1960s and the late 1980s as commuter housing between Tacoma and Seattle, which means street after street of split-entries, tri-levels and two-storey tract homes built to the same modest insulation standard by the same handful of builders. Same era, same details, same three problems.
We still confirm it by looking, because houses lie and previous owners do strange things. But we can tell you up front what we expect to find in a Federal Way house, and we are usually right.
The short version
In a typical Federal Way house from this era we find three things: an attic insulated to a 1970s standard and thinner at the eaves than anywhere else, a floor over unconditioned space (a split-level lower floor, a bonus room over the garage, or a cantilever), and no air sealing at all, because air sealing was not yet a thing builders did. The attic and the air sealing usually come first, and they are not the expensive part.
The three problems in a Federal Way house
Federal Way grew as a bedroom community, and it grew fast. That concentration is unusual. In Seattle we walk into a 1912 bungalow one day and a 2019 townhouse the next. Here, the odds are strong that your house shares a floor plan with half your street, and that means the heat is leaving it in the same places.
1. An attic that met the standard of its day
What we typically measure up there is a shallow, settled blanket of fiberglass or old blown-in, thinner than the day it went in and dramatically thinner near the eaves. Truss-framed roofs of this era have a very short heel where the rafter meets the top plate, so there is barely any room for depth at the perimeter, and whatever is there gets crushed. The edge of your ceiling is the coldest part of it, which is exactly why the rooms furthest from the furnace never feel right.
Two extras we find constantly in this stock: bath fans that were never ducted out through the roof and simply blow into the attic, and recessed can lights added in a 1990s kitchen remodel that dump warm wet house air straight into the insulation above. Both put moisture into the coldest place in your house, and both are cheap to correct while we are up there. See attic insulation for what the work itself involves.
2. A floor over unconditioned space
This is the split-level tax. In a split-entry, half the lower level is below grade and half is framed wall sitting on a short stem wall, and the band joist where those two meet is almost never insulated or sealed. In a tri-level, the upper floor commonly runs out over the garage, so your bedroom floor is separated from an unheated concrete box by a few inches of sagging batt. Add the cantilevered bay that so many of these plans have under a window, open at the ends to outside air, and you have the cold-floor complaint that brings most Federal Way homeowners to us in the first place.
These are the assemblies where spray foam genuinely earns its price. They are small areas with complicated edges, and the problem is air moving through them rather than a lack of depth. Closed-cell spray foam seals the edge and insulates in one pass, which nothing you can stuff into the cavity will do.
3. No air sealing whatsoever
Nobody was blower-door testing a spec house in 1974. The plumbing chase behind the bathroom wall, the gap around the furnace flue, the top plates, the wiring penetrations, and the open framing above a dropped soffit in the kitchen are all still open. Warm air goes up and out through them all winter, and cold air gets pulled in low to replace it. In a split-entry the entry stairwell makes this worse, because it connects the coldest part of the house to the warmest in a straight vertical line.
This is why we lead with air sealing on most Federal Way jobs. It is the cheapest thing on the estimate and it is usually the item that changes how the house feels. If you have already added insulation and the house still feels drafty, that is the tell, and this page explains why.
Where the pattern breaks
Not everything here is a 1970s tract house. Development toward the east and south is newer, and those homes usually have a reasonable shell; when we get called out there it is normally one specific cold room or a garage ceiling, not a whole-house retrofit, and we price it as the small job it is. Out toward Dumas Bay, Dash Point and around Twin Lakes there is older and nicer property, some of it closer to the water and more exposed, with additions and remodels layered on over the years. Those houses need an actual look rather than a pattern match, and we take longer on them.
Trees, moss, and weather off the water
Federal Way sits on a plateau with Puget Sound on one side, and it kept a lot of its second-growth fir. That cover is one of the nicest things about living here and it is hard on buildings.
Shaded roofs dry slowly. North-facing planes hold moss, needles pile in the valleys and gutters, and debris blocks the soffit vents that are supposed to be feeding your attic dry air. When we open a Federal Way attic we look at the underside of the sheathing before we talk about product, because dark staining at the north eave is common here and it changes the plan. Wet insulation at the perimeter is often not a leak at all; it is a blocked vent and a clogged gutter overflowing into the eave.
Being up on a plateau near the water also means wind. Wind-driven rain hits the exposed sides of these houses, and wind moving through the eave vents washes straight through loose fiberglass at the edge of the attic floor, which is part of why that perimeter batt measures so poorly. Foam does not have that problem, and neither does blown-in behind a proper baffle and dam.
The soils on the plateau do not drain quickly either, which shows up under the house. Winter crawl spaces here go damp and stay damp, old batts fall out of the joist bays into the dirt, and the rodents find them. That is a crawl space insulation conversation, and often an insulation replacement one, and the water always gets solved before any foam goes in.

Most houses in this city heat with a Puget Sound Energy gas furnace or run all-electric with baseboards or a heat pump. Either way, a large share of these plans put the ductwork in the crawl space or the attic, which means you are heating unconditioned space on the way to the room. Leaky ducts in a cold crawl space are worth finding before you spend anything on foam, and we will point them out.
What this costs in Federal Way
Spray foam is priced per board foot, meaning one square foot at one inch thick. Around here closed-cell commonly runs about $1.00 to $2.00 per board foot installed and open-cell about $0.50 to $0.70. For a whole-project reference, 1,000 square feet at three inches often lands somewhere around $2,200 to $5,400. Trade labour in this market generally runs roughly $95 to $175 an hour.
- The good news about this housing stock. Attics in these homes are usually accessible and generously framed, so the attic side of the work is often air sealing plus blown-in, not foam. That is the cheaper answer and we will tell you when it is the right one.
- Foam gets aimed at the small hard areas. The band joist, the garage ceiling under a bonus room, the cantilever, the crawl space walls. Small square footage, high payoff.
- Removal is its own line item. Soaked batts, rodent contaminated blown-in, and insulation that has been sitting in crawl space dirt all have to come out first.
- Access is kinder here than in Seattle. Flatter lots, wider driveways and attached garages usually mean shorter hose runs and a faster day, and that shows up in the price.

Attic and crawl space both, on the same visit. We measure what is actually there, check the eaves and the sheathing, and find the floor that sits over nothing.
Scope it in order
Water and venting first, air sealing second, insulation third, foam where the assembly genuinely calls for it. In writing, with the reasoning attached.
Install it properly
Correct substrate temperature, correct mix ratio, correct depth in controlled passes, with the space contained and ventilated.

Federal Way questions we get asked
Should I spray foam the attic floor of my 1970s Federal Way house?
Usually not, and we will say so before you ask. These truss attics generally have plenty of headroom and easy access, so once the ceiling plane is properly air sealed, blown-in insulation buys you the depth for a fraction of what foam would cost. Where we do use foam up there is at the perimeter, sealing the top plates and the truss heel, and around penetrations. Spend the money on sealing the leaks and on depth, not on foaming a large flat area that does not need it.
My bonus room over the garage is freezing. What actually fixes that?
That room usually has four problems stacked on it: an uninsulated or badly insulated garage ceiling underneath, an open cantilever at the outside edge, knee walls at the sides that are insulated but not sealed, and often a single heat register trying to serve the whole space. Closed-cell at the garage ceiling and the cantilever edge, plus sealing the knee wall voids, is the fix that lasts. It is a small area, so it is one of the better value jobs we do in this city.
My roof is mossy and shaded. Can you still foam the underside of the deck?
We can, but in Federal Way we are cautious about it and we look hard first. Heavy fir cover means slow-drying roof planes and a lot of debris, and gluing foam to the underside of sheathing means a future leak no longer shows up as a stain on your ceiling. If the roof is near the end of its life, deal with the roof first. If the sheathing already shows staining at the north eave, we want to know why before anything gets sprayed over it. There are plenty of Federal Way houses where the right answer is to keep the vented attic and do the ceiling plane properly instead.
Why does my crawl space have water in it every winter?
Plateau soils here hold water rather than draining it away, so through the wet months the ground under the house stays saturated and the space stays damp. That wrecks fiberglass, feeds mold, and is an open invitation to rodents. The order matters: drainage and a properly sealed ground cover come before insulation, every time. Foam sprayed over a wet crawl space is money spent hiding a problem, and we would rather tell you that and do the job next season than take it now.
Will this actually lower my PSE bill?
In a house of this era with no air sealing, tightening the shell reliably makes a difference, but we are not going to hand you a percentage. Too much depends on your heating system, how warm you keep the place, and which assembly was the worst offender. What we will do is tell you which one is costing you the most and what fixing it should reasonably achieve. Do you work in Dash Point, Twin Lakes and the areas around Dumas Bay?
Yes, and all of Federal Way along with the rest of south King County. The houses out that way are often older or more heavily remodelled than the tract stock, and the ones closer to the water are more exposed to wind-driven rain, so we plan on spending longer on the walkthrough rather than assuming the usual pattern.
