Crawl Space Insulation in Bellevue, WA

Hillside lots mean a crawl space under one half of the house and a finished basement under the other. The seam between them is where the heat and the moisture actually move.

Bellevue sits on hills, and that one fact changes almost everything about crawl space work here. Sloped lots mean daylight basements, partial basements, and split-level crawl spaces, so a single house very often has a crawl space under one half and a finished basement under the other. The seam between those two halves is where the heat and the moisture actually move, and it is the part that gets missed.

That is a different job from the flat vented crawl space under an older Seattle bungalow. We are rarely looking at bare dirt and forty year old batts on the ground here. We are looking at a house with two or three different floor systems, a vapor barrier somebody already installed, and a boundary between conditioned and unconditioned space that nobody ever drew properly. Here is how we read one.

The short version

In Bellevue the defining problem is mixed geometry: crawl space on one side of the house, finished basement on the other, and an unmarked transition between them that leaks heat and carries moisture. The water arrives from uphill, not from a high water table. Order of work is drainage, cleanout, ground barrier, then sealing and insulating, and if water is coming in from uphill we will tell you that foam is not the fix.

What a Bellevue crawl space is actually like

Most of what we work on was built between the late 1960s and the 1990s, and most of it is cut into a grade. Somerset, Newport Hills, Cougar Mountain, and Lakemont are genuinely steep, Woodridge and the streets above Factoria are not far behind, and Bridle Trails and parts of Lake Hills sit flatter. The steeper the lot, the more likely your house has two foundations doing two different jobs.

One house, two floor systems

The pattern repeats constantly. At the downhill end the foundation is tall enough to be a daylight basement, so that end got finished into a rec room or a bedroom and it is inside the heated house. Walk uphill and the grade comes up to meet the floor, the ceiling height runs out, and the rest of the footprint is a 24 to 36 inch crawl space. Between them is a short foundation wall, a step in the floor framing, and usually a plywood panel or a hollow door for access.

Split-entry houses add a second version of the same thing: half a flight down to the garage and a family room, half a flight up to the bedrooms, and floor framing that steps over an open cavity in the middle. That cavity is usually connected straight to the crawl space, which means it is connected straight to outdoors.

The barrier is usually already there, and usually wrong

Because this stock is newer, there is nearly always plastic on the ground already. That is genuinely better than nothing, and it means your job is usually cheaper than the same job on an older Seattle house where we have to haul out soaked batts first. It is also almost never a finished ground barrier. What we find is thin sheeting gone brittle, laid only as far as somebody could reach, seams butted rather than lapped, edges stopping short of the stem wall, and cuts around the piers that were never sealed.

So do not let anyone count the existing plastic as done. Check three things: does it run wall to wall, are the seams lapped and taped, and does it turn up the foundation wall and get sealed there. If it fails those, it is a dust cover, not a vapor barrier.

The transition is the whole job

Every crawl space decision comes down to where the thermal boundary of the house is. The general version of that argument, floor versus walls, is on our crawl space insulation page. In Bellevue there is a complication: on a mixed house the boundary has to change planes partway across the footprint, and on most of the houses we open up it simply does not. The basement side is inside, the crawl side is outside, and the place where they meet was framed and then forgotten.

None of that is board feet. It is time, detail, and knowing where to look. We would rather spend the first hour of an estimate crawling the transition than the last hour spraying the easy part.

The water comes from uphill

Ask about crawl space moisture in the Puget Sound and you get told about the water table and about soil evaporating moisture upward. Both are real. On a Bellevue hillside there is a more specific driver: water moves laterally through the soil downhill and arrives at the uphill side of your foundation. Add heavy fir and cedar cover, a shaded foundation that never dries out, and downspouts discharging at grade on the high side, and you have a wall that stays wet for months.

The tell is not a puddle. It is a damp stripe along one stem wall, white efflorescence on the concrete, joists that read wetter on one side of the house than the other, and mustiness that peaks a day or two after heavy rain rather than during it. Because the source is lateral rather than rising, the fix is interception and grading: gutters discharged properly, a working footing drain, sometimes a curtain drain upslope. It is usually not a sump chasing standing water, which is what a flat low lying lot needs. The cold floor complaint

The single most common reason a Bellevue homeowner calls us about a crawl space is a floor that is cold underfoot, and it is almost always a floor over an unconditioned garage or over the crawl side of a split level. People assume the fix is more R-value directly under that room. Usually it is not.

What you feel is air, not conduction. Cold air enters at the rim joist and the open step cavity, washes through the floor framing, and strips the heat out of the subfloor before any insulation under it gets a say. Batts do nothing about moving air. That is why adding depth under the floor gives a disappointing improvement, and why sealing the perimeter and the transition is the part people notice the first cold week. The order of operations, and where we will tell you to stop

Hillside drainage first

Uphill grading, downspout discharge, footing drains, and any active water intrusion. This is not a preamble. It decides whether the rest of the work is worth doing.

Clean it out

Old sheeting, fallen batts, construction debris, and anything with rodent contamination comes out and goes in the truck. On most Bellevue houses this is a smaller job than it would be in Seattle.

Seal the ground

A heavy sheet wall to wall, seams lapped and taped, carried up the stem wall and sealed, piers wrapped. This is half the system, not an accessory.

Seal and insulate

Closed-cell on the foundation walls and rim joists, then the transition detail, the hatch, the step cavity, and the floor over the garage.

We mean the first step literally. If we get under your house and find water arriving from uphill, our recommendation will be to spend your money on water management and call us back afterwards. Foam over a wet uphill wall looks fine for two winters and then it does not, and by then the foam is in the way of finding the problem.

What it costs here

The rate is the same on both sides of the lake. Closed-cell commonly runs about $1.00 to $2.00 per board foot installed, a board foot being one square foot at one inch thick. Open-cell sits lower at roughly $0.50 to $0.70, though it is rarely the right product under a house. As a rough whole-project figure, 1,000 square feet at three inches often lands somewhere around $2,200 to $5,400. Seattle area trade labour generally runs about $95 to $175 per hour, which matters more here than the material rate does.

Two things move a Bellevue number in opposite directions. In your favour: on a mixed house the crawl space is often only half or a third of the footprint, so there is less wall area than the size of the house suggests, and there is usually no soaked batt removal. Against you: the transition work is detail labour rather than volume, a hatch inside a finished basement means masking and protecting finished space, and a steep driveway the rig cannot get up means long hose runs. Nobody can price this over the phone without going under the house, and we will not pretend otherwise. A note on the bill

Puget Sound Energy serves Bellevue, and much of the stock here heats with a gas furnace. Gas is generally the cheaper way to deliver a unit of heat in this market, so the monthly dollar change from crawl space work tends to be smaller than on an all-electric house and simple payback stretches out. What does not stretch out is the floor temperature. Buy this work for the comfort, treat any bill improvement as a bonus, and you will be happy with it. Bellevue crawl space questions

Half my house is a finished basement and half is a crawl space. Do they get treated the same?

Not identically, but they have to end up as one system. The finished basement is already inside the heated house, and the usual best answer is to bring the crawl side inside as well, by insulating and sealing its foundation walls and rim joists over a proper ground barrier. What decides whether it works is the short wall and the framing step between the two, because that is where air currently moves freely between a heated room and an unheated one. If the crawl side has to stay outside the envelope, then that dividing wall becomes an exterior wall and gets treated like one.

There is already plastic down there. Do I need a new vapor barrier?

Almost always yes, and the old sheet is usually why people think they do not. Check whether it runs wall to wall including under the ducts and around the piers, whether the seams are lapped and taped rather than butted, and whether it turns up the stem wall and is sealed at the top. Most 1970s and 1980s ground cover fails all three. The good news is that pulling out old sheeting is quick compared with removing wet fiberglass, so on a Bellevue house the barrier upgrade is one of the better value items on the estimate.

Water shows up along one wall after heavy rain. Can you foam over it?

No, and we will tell you so on the first visit. Water arriving at one wall after rain on a sloped lot is almost always surface or shallow subsurface water coming from uphill, and the fix is drainage: downspouts discharged well away from the house, grading corrected on the high side, a functioning footing drain, sometimes an intercepting drain upslope. Foam is not a waterproofing product, and putting it over an actively wet wall hides the evidence you would use to diagnose the problem. We would rather lose the job today and do it properly next season.

Why is the floor over my garage the coldest part of the house?

Because the garage sits at outdoor temperature all winter and that floor was built as an interior floor. On a split level the framing over the garage usually connects to the crawl space and to the open cavity at the level change, so cold air moves through the joist bays rather than just sitting under them. That is why adding batts disappoints people. Seal the rim and the framing step first, then insulate, which closed-cell does in one pass. The duct run is worth a look too, since these rooms often have one undersized register that was an afterthought.

Is this the same thing as crawl space encapsulation?

There is heavy overlap and the words get used loosely. Encapsulation normally means the full package: a sealed ground and wall liner, sealed vents, insulated perimeter, rodent exclusion, and often a dehumidifier or a conditioning strategy. Insulating with spray foam can be part of that or a narrower job. On a Bellevue house with a partial crawl space the narrower job is more often right, because a good part of the underside of the house is already finished basement. Should I close the vents if the crawl space is only under part of the house?

Only as part of the complete package. Closing vents without a sealed ground barrier, sealed and insulated walls, and any drainage the house needs turns a cold damp space into a still damp one. There is also a safety check first: if a gas water heater or furnace draws combustion air from that space, closing the vents changes how it gets air. We check that before we quote, every time.
